I talked to Lasrina in Howth and received the quest "The Feud". After finishing the quest she retained the golden circle around her feet and even now after a few levels still has it. If I rightclick her she offers the quest gossip up to the point where it would trigger the dialog "Do you want to accept the quest?" although it's already completed. I can't accept it a second time though.
1. Create a character with appropriate level and accept "The Feud" from Lasrina in Howth.
2. Do the quest, receive the reward.
3. Talk to Lasrina again.
Lasrina should no longer have a golden circle around her feet or offer the quest introductory gossip for "The Feud" after you completed the quest.
I guess after finishing a quest an NPC should not seemingly offer it a second time (without actually doing it).
