0881: Barnett's Shield Quest Missing or not activating

Description

The quest "Barnett's Shield" is not activating or is missing.
I have completed both Prerequisite quests. (Niea's Missing Brother and Sir Gleran's Lost Necklace).

Reproduction Steps

1. complete Niea's Missing Brother
2. complete Sir Gleran's Lost Necklace
3.

Intended Behavior

talking to Sir Gleran should activate Barnett's Shield quest

Evidence

I have completed both pre-quests and when talking to Sir Gleran the quest does not activate for me.
