0819: Slythcur doesn't defend itself

Description

Pulled Slythcur (Salisbury) with a str debuff and kited to the East. Around 14140,12383 it seems to hit quicksand and moves super slow after me. I send my pet in to melee, and Slythcur doesn't attack the pet at all, just keeps slow crawling towards me. Did this twice within 10 minutes or so.

Reproduction Steps

1. Target Slythcur and pull him at range
2. Kite him to the East, there's a section where the texture of the terrain changes a bit (approx 14.1k,12.3k) and he'll get stuck
3. Slay the beast at your leisure

Intended Behavior

Slythcur should continue pursuing character at normal speed and even if it were rooted, it should attack characters' pets when within melee range.

Evidence

I followed these steps twice, and the same issue occurred both times. I have had this experience with other named mobs and a few non-named mobs (some bandits and some filidhs, but all I've seen with this issue have been in Salisbury)
