0761: Sephucoth (sunken cargo) doesn't attack/defend

Description

I pulled Sephucoth with a str debuff on my 6 sorc and ran South a bit along the river to get him away from possible adds. Once he got within range of me, or maybe it was a specific location issue, he did several spell animations but nothing hit me and I didn't resist anything. I sent my lvl 6 Young Boar to melee him and he didn't attack the boar, and hardly made any progress toward me at all. When I walked up into melee range, I was not attacked either. loc approx 12340,45411

Reproduction Steps

1. I would suggest... pull Sephucoth with a spell and kite a ways
2. Engage with melee
3. /mock @ Sephucoth

Intended Behavior

Sephucoth should defend himself with spells if attacked at range, and switch to melee when attacked close range.

Evidence

I'm pretty sure that one of the laws of physics says something to the effect "a mob at rest tends to stay at rest, until it must defend itself from attack"
