0683: Con-Debuff doesn't increase DoT damage

Description

When Con-Debuffing mobs all Damage over Time effects does not increase in damage. It doesn't matter if it's a base or spec DoT. Tested on Albion with Necromancer, Cabalist and Sorcerer.

Reproduction Steps

1. Create any DoT-Class
2. Create any Con-Debuff-Class
3. Search any blue-yellow-orange-red mob
4. Cast DoT
5. Check DoT Damage/Tick before Con-Debuff
6. Debuff Con (Base)
7. Check DoT Damage/Tick after Con-Debuff (Base)
8. Debuff Con (Spec)
9. Check DoT Damage/Tick after Con-Debuff (Spec)

Intended Behavior

We tested the same steps on Live (Pendragon) and every (also already applied) DoT ticks increased after the target mob was Con-Debuffed. We chat-logged the results:

Formula should be something like:

base dmg: 339 330 347 429 410 410 339
con debuff: -16 -21 -27 -36 -45 -54 -66
dmg: 356 350 374 477 468 476 407
%-dmg: 105% 106% 108% 111% 114% 116% 120%
factor: 3,2 3,5 3,375 3,2727 3,214 3,375 3,3

factor-formula: con debuff value / (%-dmg - 100%)
exp. #1 16 / (105-100) = 3,2
exp. #2 27 / (108-100) = 3,375
exp. #3 66 / (120-100) = 3,3

estimated formula: con debuff value / factor = %-dmg increase
exp. #1 16 / 3,2 = 4,8485%
exp. #2 27 / 3,375 = 8%
exp. #3 66 / 3,3 = 20%

Evidence

We tested and chat-logged the Damage over Time damage in Uthgard and Pendragon while Con-Debuffing the target and noticed that damage/Tick is not increased on Uthgard. See all Evidence/Logs in the "Intended Behavior" section.
