Godeleva's Need quest NPC is a merchant in Cotswold Village. She should be next to the smith, however she is currently located on the 2nd floor of the Inn in the last room on the left. The quest, as well as other internet sources, state that she should be located next to the smith.
1. Look for Godeleva Dowden next to the smith.
2. Find Godeleva Dowden upstairs in the Inn, last room on the left.
