Mobs in Cliffs of Moher sometimes do not attack back. Could be pathing related as they walk at you then stop, walk, stop, etc. Then when they get in range they just stand there.
1. Go to Cliffs of Moher and fight grass sheeries and gales.

Fix the mobs so they actually pose a fight or this will be an exploited xp spawn.
Fought them in game and happened to me multiple times I logged in and fought these mobs.
