0505: Tomte Problem Quest Missing Midgard

Description

Seems that the Tomte Problem quest is missing or nor working as intended because when I go to the npc Thorgil at liv 6 he doesn't give me the quest.

Reproduction Steps

1. take a character liv 6
2. go to thorgil
3. he doesn't give the quest

Intended Behavior

Check the classic quest on this site http://web.archive.org/web/20031027141442/http://camelot.allakhazam.com/quests.html?realm=Midgard&cquest=319 and see if its is implemented well
