4914: Eraliwyr (Hib) does not spawn in the Spraggon Den.

Description

i accepted the quest Viraniel's Plague and as step 4 i need to go to Eraliwyr in Spraggon Den. He can not be found where he should be.
There already was an issu posed for this but marked invalid (3408: Eraliwyr (Hib) does not spawn in the Spraggon Den.)
still the npc is not in place.

Reproduction Steps

1. be at least lvl 35 go to TNN and accept the quest Viraniel's Plague
2. continue this quest untill you need togo to Eraliwyr in Spraggon Den
3. venture into Spraggon Den to approx loc 25/17 and you wont find the needed NPC

Intended Behavior

NPC should spawn at approc location 25/17 in spraggon den.
