4856: Heavy stuttering after updating Windows v. 1803

Description

After updating Windows 10 version 1803 in October heavy stuttering is experienced by several players in DaoC Uthgard.

Through many deinstallations and restarts I have narrowed the problem down to the following update:

Update for Microsoft Windows (KB4100347)

The site tells us that CPU code for the stated CPUs has been changed. It causes the following problems with DaoC:

- Heavy decrease of FPS when moving the mouse cursor ingame. This is linked to polling rate, 1000 hz pushes me from 120 fps to ~30
- FPS drops in other circumstances, too

This causes the game to feel laggy and makes good PVP impossible.

Perhaps similar updates have been shipped under different names for other CPU types.

As stated earlier, deinstalling the update is a temporary fix.

I do not experience this issue in any other game I've tested (League of Legends, Guild Wars 2, Final Fantasy 14)

Reproduction Steps

1. Install an affected CPU
2. Install the named update
3. Move your mouse with high polling rate, the higher the rate, the heavier the problems
4. Notice FPS decline and frametime variance increase

Intended Behavior

I have no insights into the DaoC code. I can't help with this step.
