4737: Amnesia/lullaby does not cancel mob or pet casts

Description

There is abundant evidence that amnesia/lullaby cancels casts from enemy players (if landed before 50% of their total cast time). It does not trigger an interruption cooldown, however, unless resisted.

Now, amnesia seems to have no such effect on mobs, summoned pets, charmed pets, or Necromancer pets on Uthgard. I honestly do not know if this is the normal mechanic in 1.65, and I failed to find videos from Classic DAOC that would answer that question (the situation is not so common, since most bards run in group and do not try to interrupt pets or mobs). I am opening this issue to check if anyone would have information or evidence of whether it was the same in original 1.65, to bring grist to the mill. If yes, fair enough. If not, then I think it is important enough to deserve a fix.

Reproduction Steps

1. Create a Bard.
2. Duel someone that can cast a spell, use Amnesia during his cast and observe his spell not landing.
3. Use amnesia on a caster mob, charmed pet or Necromancer pet and see the difference.

Intended Behavior

As stated above, I am not sure what the intended behavior is, but I see no better way to accumulate evidence than opening an issue here so that the issue can eventually be flagged as valid or invalid by people who know better.

Evidence

I do not have evidence yet that what I am reporting is an actual bug, but I will be happy to flag my issue as invalid myself if some people remember the original 1.65 and say that it is working as intended on Uthgard.
