You get the item after doing a quest in Midgard / Hugginfel. If the item drops down e.g. to con 97%, and you try to repair it at any smith npc, nothing happens.
1. get the item
2. reduce its con to 97% e.g. by wearing it
3. try to repair it at any smith npc
repairing should be possible like with any other item. (when giving the item to a smith npc, a window should be shown containing the repair price with ok/cancel. on OK it should be repaired and the price should be withdrawn from the player's available money.
i remember on old uthgard it was not a problem, and also on the live server several years ago it was not a problem as well. also, other quest items can be repaired so there is no reason that especially this item should not be repairable
