4695: Stealth spec above composite 50 effecting player detection

Description

Stealth spec above composite 50 is having a SIGNIFICANT impact on detection range for lvl 50 stealthers. characters with 55+ composite stealth are not detectable by an assassin with detect hidden until they are standing directly on top of each other. I believe detect hidden is not function properly, it should give a minimum detection distance of 125 units regardless of stealth spec.

In the video provided two nightshades stealth and their detection distance is demonstrated by a 3rd nightshade. The nightshade with 50 composite stealth (Droid) is detected at normal range by Skullbonez, the nightshade with 56 composite stealth (Cirath) isn't detected until Skullbonez is standing on top of him.

Cirath: RR7L5, 39+17 (56 composite) stealth
Droid: 3L9 37+13 (50 composite) stealth
Skullbonez: 37+14 (51 composite) stealth

Reproduction Steps

1. Create 2 level 50 assassins
2. spec one to 50 and one to 56 composite stealth
3. notice significant reduction in detection distance between 50 and 56 composite stealth.

Intended Behavior

I do not believe detect hidden is correctly setting the minimum detection range as it should. Composite stealth beyond 50 should have minimal impact on detection range by players.

Evidence

There was a grab bag stating that stealth above 50 had minimal impact on detection by other players, something to the effect that you would need to parse the logs to even see a difference. I believe it has been posted in a bug report before but I cannot find it. As everyone who played a stealther during 1.65 on live knows, composite stealth beyond 50 did not impact detection by other players.
