The target for 40th level rouge epic does not spawn.
1. the mob simply needs a spawnpoint
2. get gud
3. ask a gm
the monster should spawn at the correct location, or the quest description must lead to a specific location, where the mob will be found.
The monster simply does not spawn, there isnt much to prove. That, or the quest journal is providing false leads.
