The La Morti Parla quest should be available to all 20+ Wizards, Sorcerers, and Minstrels. It is supposed to be given by NPC Master Vismer in the Camelot Academy. No yellow circle is present under the NPC for the level 21 Minstrel.
1. Bring level 21 Minstrel to Academy to talk with NPC Master Vismer.
2. See if yellow circle and quest is present.
