4415: Friar ability "Reflex Attack" does not work at all

Description

When the Reflex Attack RA is active literally nothing happens upon being hit.. have tested with it in combat attacking enemy and also standing there while enemy is hitting me.. and no counter attacks happen at all

Reproduction Steps

1. Build Friar with sufficient RA points to train Reflex Attack (14 pts)
2. Train Reflex Attack
3. Test in and out of combat while RA is active and you are being hit to see that nothing happens at all

Intended Behavior

I dont know of any other class specific realm ability that literally does nothing. This should be fixed so that the ability works and counters each hit made on the friar

Evidence

Have tested the RA a few times before using RA respec to drop it because it's a waste of 14pts
