While riding a horse I noticed that I was getting the message that I was encumbered and could not move. Enc showed 118/85 despite full buff suite from 26 druid. The horse moved just fine from start to finish. After reaching destination, my char could not move. Druid rebuffed (with warnings that I already had the spell effect) and my enc changed back to 118/147 as it should, and I could mnove again.
1. Get buffs to increase strength
2. Load up enough equipment to be encumbered and unable to move WITHOUT the buffs, but still able to move WITH the buffs
3. Buy horse trip from Howth to Mag Mell
4. Notice that buffs still show at top of screen, but strength is NOT buffed (enc shows unbuffed strength)
5. Attempt to move when you reach Mag Mell
As far as I know, buffs should not be negated while riding a horse.
I was unable to move after riding the horse, despite still having the buffs that provided sufficient strength to move under that load.
