Commander Kise in Camelot doesn't offer the quest to claim a keep in battlegrounds after level 35. Now that the BGs are open to level 47s I would expect him to offer the quest up to that level. On this same token the battlefield experience NPC Sir Dinairak should offer his quest as well
1. Navigate to Commander Kise in Camelot on a level 46 character
2. Talk to him
3. Observe he does not offer a quest
The below NPCs should offer the quests:
Medal NPCs
Camelot: Commander Kise can be found on the porch of his house by The Mug.
Jordheim: Ostaden who is repairing his equipment at the local smithy.
TirNaNog: Mobryn who resides in a house near the Chamber of Arms.
Battlefield Experience NPCs
Camelot: Sir Dinairak is in the royal library.
Jordheim: Aiesill is in the great hall.
TirNaNog: Rheollyn is in the palace courtyard.
The NPC offered the quest when I was level 35. I didn't complete it however, and I should expect them to offer it up to level 47 now that BGs have been modified.
