Some horses in Hibernia slow/almost stop at the same point in each route that has this problem. All horse routes from North TNN do this, to the point that players generally avoid using this horse merchant.
1. Take horse from North TNN to Druim Ligen
2. Notice horse slows to less than walking speed around Basar Bridge.
3. Count blades of grass as you know you will miss Glasny port again.
All commercial horses should run at a constant speed with no variance.
Hundreds of hours of riding commercial horses back in the day. If this had been a feature of the game, I definately would have remembered it.
