4195: Sever the Tether is used up when nearsight causes failure

Description

When I was nearsighted, I tried to use Sever the Tether on a 1500 range ground target. I got the following error message:

Your area target is out of range. Select a closer target.

Even though Sever the Tether did not cast, the ability went into cool-down for 15 minutes.

This is an issue because normally when I cast Sever the Tether against a target that is more than 1500 range away, I get an error indicating that the target is too far away but the ability does not go into cooldown.

Abilities should not go into cool-down if they do not successfully cast.

Reproduction Steps

1. Get nearsighted
2. Choose 1500 range groundtarget
3. Cast sever the tether
4. see that the ability failed but still goes into 15 minute cooldown

Intended Behavior

Sever the tether should not go into cool-down when it does not successfully cast because of being nearsighted.

The effect should be the same as when you cast on a groundtarget that is more than 1500 units away, it should fail but still be available to cast again.

Evidence

All abilities, when they fail to cast, do not go into cool-down.
