4149: Theurigst Wind pet dmg too high

Description

Wind pets do too much dmg on uthgard.
Cap dmg of lvl 32 wind pets should be 192dmg. On uthgard it is 419dmg.
average dmg is 40dmg on lvl50 test dummy on pendragon.
on uthgard they do 100-130dmg.

Reproduction Steps

1. cast a wind pet
2. see dmg is 100+
3. compare to pendragon test, 40avg

Intended Behavior

Scale wind pet dmg so it fits pendragon results.
avg dmg:40
cap dmg:192
