4137: Dot Procs of different dmg types are overwriting eachother

Description

Dot Procs on weapons/armor of different damage types are overwriting eachother and not stacking.

My test was with 'Soul Glimmer' thruster from the hib dragon in mainhand and a crafted weapon with alchemy dot proc in offhand. The two dots could never be ticking at the same time and one would overwrite the other as they proc. This is incorrect behavior.

Soul glimmer = 64 ENERGY dmg dot
Vest of The Veil Warder = 64 HEAT dmg dot
Wep/Armor w/Alch proc = 64 MATTER dmg dot

All of the different damage type dot procs should be able to tick simultaneously on a target and not overwrite each other.

Reproduction Steps

1. Use weapons/armor with diff damage type dot procs
2. Test in combat and they will overwrite eachother only allowing one up at a time
3.
