Snares on uthgard do not fade. They maintain the full snare effect for the entire duration of the snare, and then drop immediately.
They should decrease by 50% halfway through the snare duration, then fade entirely when the snare wears off.
1. Log on any character with a melee snare.
2. Apply snare to another target
3. Observe target's movement speed while snare is applied.
