4042: Resisted spell not creating aggro

Description

When a pet casts a spell at a mob it should create some aggro even if the spell is resisted. It appears the correct amount of aggro is not being used as the resisted spell will not cause the mob to change targets if the mob has already started attacking the caster.. even though the caster has done no attacks (just kited). A spell resist should put the pet higher on the aggro table than just proximity to aggro range.

Reproduction Steps

1. Place a caster pet on Stay close to the aggro range of a mob.
2. Move yourself towards the mob until it aggros you and charges
3. Have caster pet attack the mob.
4. If the pet's spell is resisted the creature will still chase you instead of aggroing the pet as expected since the pet is actually attacking and you are kiting.

Intended Behavior

If you have not done any attacks on an aggressive mob and your pet castes a spell on the mob, the pet should get aggro, aggro should not stay on the caster who has done nothing aggressive except be in aggro range.

Evidence

The lowest entry on the "aggro list" should be proximity. Any attack even if resisted, should put the attacker "higher" on the aggro list.
