3962: Receive Con Loss for RVR death if PVE death occured prior

Description

If a PVE death occurs, and the player is resurrected, any subsciquent RVR death with a /release will cause a loss of constitution, even though no loss of XP occurs.

Reproduction Steps

1. Die a PVE death (to a mob)
2. Be resurrected from the PVE and do not zone to another zone
3. Die a realm death (Enemy Realm Player or Guard)
4. Type /release or /release house
5. Note the game stating that no loss of XP occurs, but that a loss of con occurred.

Intended Behavior

RVR death and release should not involve a loss of constitution. Being resurrected from a PVE death should clear any code that would flag a con loss.

Evidence

This behavior is not live-like, and no patches mention any changes to this. Therefore live never behaved in this manner.
