Dungeons in the game do not give the bonus 10% xp for venturing in these areas. In 1.65 there was bonus XP in all dungeons including safe dungeons and RvR dungeons.
1. Log into game
2. Goto any dungeon
3. Kill a mob.
4. Not get bonus xp
There should be XP in dungeons at this patch level. The patch notes for 1.65 Clearly back up this.

Meaning that Dungeons had the BONUS xp, which is now matched by frontier keeps (10%)
