The quest "Black Plague" is not implanted. That's the first step of DF quest.

1. Talk with the NPC Nanna Vinsdottir in Jordheim (loc 26k 22k).
Implant the quest and the other (Strange Bedfellows / Breaking the Blade) in following the link.
