All the Eluvium cloth items which are from factor 30 - 38 all have extremely low stats. No higher then 4 points in dex , intell .It has the exact same number of hits as the spraggon den armor cloth drops that are no higher then a factor 25 AF. Also The spraggon Den Drops have stats of 9- 10 points in dex and intell. Its important because in order to not extremely undercap your char in stats you have to wear armor made for a char 10 levels below current level
1. go to the cliffs of moher

The problem should be fixed by placing more appropriate level stats on the armor so that when you wear armor made for level 20's you arent severally overcapped and when you advance 10+ levels you dont become extremely undercaped in stats to maintain current level of Armor.
