3439: Item condition and durability degrading too quickly

Description

All items when repaired are losing durability on the first repair.
(#3032 claimed to have fixed this, but maybe not for legacy items?)

Additionally, condition is lost based on a static number of hits and the hits seem to be multiplied based on level difference. (It took ~1250 swings to lose 1% condition using the 47 hammer on a level 50 and only 3 hits for the level 1)

Reproduction Steps

1. Get a new weapon and lose condition
2. Repair the item
3. Watch the durability go down on the first repair

Intended Behavior

Items should have up to an effective 130% durability in the database.

Item's have always behaved this way and I'm open to anyone finding a patch note claiming otherwise.
