3136: Necro swinging after non instant spells (while on passive)

Description

Pet should not swing after pet cast (not shade cast) while in passive. Prime example of this is facilitate painworking a snare out and running away. When SI came out I would kite like this all the time and cant do it in current uthgard. I understand that shade spells normaly cased a swing even in passive but not pet casts.

Yes this is not any of the below issues
issue 2065: Necromancer Pet on Passive should not move to the target (still a open problem)
0101: Necromancer, Pet attacks in passive mode aftershade casting (a swing while in passive after "instant cast" was normal, including FP)
0231: Necro: Pet Attacks while in Passive Mode (duplicate)
2153: Necromancer pet passive bug / pet still attacks (duplicate)

Reproduction Steps

1. Get in melee combat with mob
2. put on passive
3. put Facilitate Painworking and baseline snare in que
4. run away
5. pet casts and then brakes snare immediately after while running to you.

Intended Behavior

Shade casts yes, a wimpy swing. pet casts no (at least I am 99% sure it was never done on baseline snare). pets have always been a bit glitchy back in the day (putting spells in pet que with bad ping can make things look strange) but I FP/snare all the time back in the day to kite and it never broke the snare right after casting it.

Even on aggro/deference pet would not swing until next swing timer after a pet cast

https://youtu.be/5B1SqSXkqpU?t=558 was oldest video i could find of someone playing (horrible ql though and bad combat logs sadly), play it slowly at that point and pet does not swing until next melee timer and its in defensive (might not be old enough patch though). But anyone who played a necro back in the day and used the snare would know you could use it with FP and not brake it instantly. I will continue to try and find more info.
