2959: mobs can not be re-rooted after root is broken by damage

Description

Could not apply root on mobs that had been rooted previously (like, pulled using root), then hit by a damaging spell (used Caba life-leech and different Theurg-DDs) breaking root. Message says 'The [mobname] already has that effect. Wait until it expires. Spell failed'. After several tries, most likely when the root effect would have expired had it not been broken before, re-root is possible again.
Immediate re-application of root (on still rooted mob) does NOT produce that message.
Currently mobs show a behaviour similar to playerchars after root is broken in that they are practically immune to that type of CC for some time. This should not be the case.

Reproduction Steps

1. Use any caster, I tried Caba and Theurg
2. Root a mob, damage it, thus breaking the root
3. Try to immediataly root the same mob again using same or different root
4. High level roots last longer than short level ones. To check whether the effect's duration affects this bug, wait out the root's normal duration of different-level roots and then root again (and see that root is applied properly again). Not sure about this point, but testing very high-level and very low-level roots showed a distictive difference in when (that message stopped appearing and) I could root again.

Intended Behavior

After root breaks the mob should be subject to be re-rooted instantly. It is not an issue of immunity, the message states that mobs are still considered under the effect of root while they clearly are not.

Evidence

Sorry, I can't provide any proof of what I deem the correct behaviour but I don't want to delete this report just because of that. Maybe other players can help and confirm this issue. And maybe I am totally wrong here. It's everyday player experience and yet I can't find any report of the issue in the tracker so I might be on the wrong track entirely.
