2946: Spell effects bug after casting while walking/running

Description

When running forward and casting a spell for 2+ seconds, the effects of all self-casted spells on yourself disappear. For example, running forward and spamming mana-bomb as an Enchanter results in the bomb not displaying anymore at all, even after standing still. When the bug appears, no spell effects are visible anymore one the caster, if the spells originate from the caster.

I can reproduce the issue on 2 different machines. Tested on a lvl50 Enchanter and lvl50 Mentalist (e.g. heal effects on self not visible anymore). Note that spells casted ON other players or FROM other players seem to remain visible.
The only resolution for me is a relog.

Reproduction Steps

1. Create caster class.
2. Run forward and hold down a spell which should create a spell-effect for 2+ seconds.
3. Stand still and cast different spells on yourself.
4. Spell effects are not visible anymore.

Intended Behavior

Effects on self should not be disabled after spamming a spell while running. While the issue only appears after doing this for a prolonged time (2+ seconds), casters often run forwards and spam a spell during combat, to know whether they are in range or not, for example. This bug can then be a huge issue as the caster does not see when a spell is cast exactly.

Evidence

I do not have a video which proves that this was different in classic version but I am sure that this is not the intended behaviour. When spamming spells and running, it often happens that spell animations are missed or pause quickly, but they do not disappear completely afterwards.
