2839: Enchanter Attack Speed Debuff does not draw aggro/pull mobs

Description

The enchanter attacked speed debuffs in the Bedazzling line do not create agro/pull mobs. All debuffs should be considered and attack and be able to be used to pull except for Amnesia (which is technically not a debuff

Reproduction Steps

1. Create an Enchanter
2. Cast an attack speed debuff on a mob such as distracting scintillation
3. Aggro is not created and mob will not attach whether it lands or not.

Intended Behavior

Debuffs should draw agro and be able to be used to pull.

Evidence

I think most would agree that debuffs should be considered an attack and create a small amount of agro.
