2805: Starting area/Low level area drop rates to low STILL

Description

I was testing out my main toons starter area (Ardee) to find mob drops and after grinding 1-5 found myself receiving little or NO gear armor/weapon drops. This is not in line with this patch level where low level mobs were made to frequently drop gear so as to keep low levels in gear and not feeling like a rag doll every time they got touched.

Reproduction Steps

1. Make a firbolg "way of arms"
2. Grind blues-green con lucradin/feccan/skeletons (don't do kill tasks or you will definitely get NO loot)
3. Cry because you are still naked and going to TNN to become your class.

Intended Behavior

Increase drop rates, whatever they were/are isn't sufficient with where they were at this patch level.

As per 1.65 notes:

- The drop rates of lower level monsters has been increased, to help lower level players keep their equipment at an appropriate level.

I would like to emphasize the last part, keep their equipment at an appropriate level, they are assuming we have equipment... so getting no equipment while leveling up really shouldn't even happen.
