2795: Epic quest hero lvl 40 named called "Tiomoid" is aggressive

Description

I was doing hero epic quest until this "Lost Townsfolk of Bran Llyr" level 40.
My problem is at [Step 3 : Go to Lough Gur and find the siabra gurite Tiomoid. ask him about the [lost townsfolk].
The named called Tiomoid is aggressive and I can't talk with so how can I do the quest ?
(my character has just been created so it's not a faction problem).

Reproduction Steps

1. Go to Step 3 epic quest level 40 called "Lost Townsfolk of Bran Llyr".
2. Go to Lough Gur see Tiomoid.
3. Try talk with him.

Intended Behavior

To me, this mobs should be hostile and not aggressive. If not, how to do the quest when we need to talk to him ?
