2674: [ALB] Quest missing "The Captured Courier"

Description

The above Quest is missing. It should be availible at 1.65 :

Reproduction Steps

1. Create a Pala or Arms ( Level 13+ )
2. Move to Camelot Church , 2. Floor
3. Try to get the Quest from Sister Rhigwyn
4. see no dialog

Intended Behavior

Implement the missing Quest of The Captured Courier
