2668: Missing Quests Bishop Burkhoffs Curse and Lord Aryons Box

Description

Both Quests should be availible at 1.65

Reproduction Steps

Every Char with Level 17+ or 19+ should get the quest. I testet it with lvl 50.
Pls XP an Char to 17 / 19 and test if u can get the quest

Intended Behavior

The Quests should be implemented in patch 1.65, and yes i know quests are not the main fun in daoc, im bored atm ;-)
