The first step on the Immortal Gift quest is to talk to Ascatinius. He is supposed to spawn twice per day in Connla. He does not spawn at all.
1. Acquire the quest by talking to Kinney in Connla.
2. Wait in Connla for several day/night cycles and search for Ascatinius.
3.
Make sure that Ascatinius spawns in order to complete this initial step and move on to the next step.
I have camped Connla for several hours, waiting for Ascatinius to spawn. I have checked each building and he simply does not show up.
