Glimmer watchers do not drop Deathmoon Rapiers on Uthgard currently. This has been confirmed by Gnome and Blue via this thread:

Based on the information provided I am sure that this item has dropped. It is very unlikely that somebody gave false information in 2003 about obtaining it in a comment, a third party website providing the same false information and lastly a 2002 official strategy guide being incorrect.
