0247: Mobs lacking grace periods

Description

When Mobs spawn and even after killing another player they have absolutely no grace period for players to react, I definitely remember there being one but I could be remembering a later patch.

Take the Tomb of Mithra for example, typically what a player will do is recognize unintended aggro and make a break for the front door, at this point in time obviously they're being chased by that mob and any other mob that they pick up aggro from along the way, meanwhile other players are loading into the zone and if by chance the mob kills the player or the player gets away, the mob "forgets" what it was doing and attempts to walk back to its source, however there is absolutely no grace period so anybody within the path of one of these wandering mobs immediately picks up the aggro and next thing you know they've wiped the entirety of the dungeon.

The same can be said for mobs that JUST popped into the worldspace, there is no period of time for a player or group to adjust to the changing environment, when even the shortest amount of time, even 5 seconds would be more than enough.

Reproduction Steps

1. Kill a mob that you know will respawn on a specific spot and stand within its aggro range
2. Wait until the mob reappears into the worldspace and time how long it takes for that mob to react.
3. Use another developer for an example, STAY UNGROUPED and have them aggro a mob
4. wait for the mob to kill the initial puller, then observe the mob's actions immediately after the death.

Intended Behavior

The fix should be relatively simple, apply 2 different "grace periods" based on the circumstance. I believe when the mob is making its walk back to its source point that it should not aggro anybody within that period.

With the second circumstance obviously being when any mob respawns into the worldspace, I believe there was, and should be a grace period of about 5-10 seconds (personally leaning towards the 5 seconds or less myself).

Evidence

I am currently limited on resources to produce a video, compress it and throw it online, however I believe due to the prevalence of the issue it would be very easy to replicate. I know this goes against protocol but due to the nature of the issue hopefully this post can get some "Grace" (lol).

First and foremost I'm pretty sure mobs walking back to their initial start point didn't aggro players unless given a reason to, like poking it with a stick or hitting it in the face with a fireball.

As for the "grace period" on respawned mobs, I am not 100% sure about it but I think its worth discussing among the devs and players.
