0024: Spell cast effect lag

Description

Grouped with a level 3 elementalist we observed when he pulls mobs he will cast his spell, the spellcast will complete then there is a 1-2 second lag before the effect "hits" the target.

This is also true during fights and not only during pulls. Also, if he is hit or moves after he completes the cast but BEFORE the spell effect "hits" it will cancel the effect, essentially adding 1-2 seconds to the cast time.

Reproduction Steps

1. Make a caster or healer.
2. Cast a direct damage spell on a target or a heal on a realm mate.
3. wait 1-2 seconds for spell effect to hit.

Intended Behavior

Spell effects should "hit" immediately after casting is complete and the final LOS/range check is done. There should be no delay.

Evidence

This is common DAoC knowledge. We all know this is not accurate behavior and never has been since release.
