I can accept the seers epic level 50 step without doing the previous ones. NPC Inaksha is giving out the level 50 step besides the other ones related to her.
As you should do all steps to reach this quest i believe its a bug, and a major one allowing level 50 seers to skip the whole questline
1. Make a seer lvl 50
2. Do the epics till you reach Inaksha (Haggerfell)
3. See you can take the epic 50 step too
The epic 50 step should be only available if you did the previous epic quests. Make the epic seer 50 step prerequire the lvl 48 step.
