Battery of life RA (on healer in my case) shows a duration of 1092 minutes 15 seconds, and lasts longer than the 30 minutes reuse timer, so you would be able to have it up, and recast it at the same time.
1. get Battery of Life Ra
2. watch the description, fire it
3. wait 30 minutes and see it recastable but buff wont vanish
