2330: Haste debuff styles will not overwrite weaker versions

Description

Generally when you use a style with a haste debuff effect, it can be overwritten by a greater haste debuff style later. Atm though if you try to do so it says target already has that effect, spell fails.

So for example on my warrior when I use the revenge (after block) style it has a 21% haste debuff effect. However only a few styles later when I use my parry reactionary style Mjolnir's fury (34% debuff) it will not overwrite the previous debuff.

Reproduction Steps

1. select a character that has two different haste debuff styles of different values
2. Use the haste debuff style that has a smaller % value
3. Now use the 2nd haste debuff style of greater value and see if it overwrites the previous effect

Intended Behavior

I think its a pretty easy fix, you just need to change whatever part of the code that is preventing styles from overwriting.

Evidence

I must admit have no video/ss to post of how it supposed to work, i'm only going off of memory and how the effect worked on other freeshards.
