2272: [Alb] wrong start NPC for Cloak of Shades quest

Description

the lvl 11 Alb quest Cloak of Shades does start with Ydenia Philpott in Cotswold tavern (loc 10452,27481) but should start with NPC Laridia the Minstrel (loc 13177,29088) in building opposite smithy

Reproduction Steps

1. be level 11 or higher
2. try to get quest from Laridia the Minstrel
3. find out you can't

Intended Behavior

NPC Laridia the Minstrel (loc 13177,29088) in building opposite smithy should be the quest giver
