2205: [Alb] Quest "Simple Request" is missing

Description

As a level 5+ mercenary, I talked to [Lieutenant Brude] at Snowdonia fortress in Black Mountains North. he did not offer me a quest.

Reproduction Steps

1. Take a level 5+ character to Lieutenant Brude at Snowdonia fortress
2. Talk to him
3. Notice he doesn't give you a quest

Intended Behavior

Lieutenant Brude should offer all Albion players of level 5 or above the "Simple Request" quest.
