As a level 9 mercenary, I talked to [Tyngyr], a weapon merchant at Adribards Retreat in Avalon Marsh. He did not offer me the "Tyngyr's Daughter" quest.
1. Roll a level 9+ toon.
2. Talk to Tyngyr at Adribards Retreat.
3. Note that he doesn't offer you a quest.
Tyngyr should offer level 9 or above players the quest "Tyngyr's Daughter."
