Description

I talked to [Guard Reed] in Humberton (Black Mountains South) as a level 7 mercenary. I was not offered the [Goblin Incursion] quest.

Reproduction Steps

1. Take a level 7 toon to Humberton
2. Talk to Guard Reed
3. He doesn't give you a quest.

Intended Behavior

Starting at level 7, he should give you the [Goblin Incursion] quest.
