0219: Mob "rowdy" loot table broken

Description

killed about 20-25 rowdy mobs in shannon Estuary, the only drop from them is a "stolen slice of cake" but ZAM says this loot table:

Reproduction Steps

1. kill rowdys
2. get no loot
3. kill again and try again ;)

Intended Behavior

well fill up the loot table with the correct loot, so low lvl ppl can gear up ;)
