The mob Vidalf in Gotar is supposed to offer a one-time-drop quest for the item "Windchimes" starting at level 10. I killed him at level 18 and did not receive the item or the pop-up display telling me I completed the one-time-drop.
1. Find Vidalf in SW Gotar.
2. Kill Vidalf.
3. Do not receive one-time-drop item "Windchimes."
Vidalf should have the One-Time-Drop quest for the item Windchimes added.
